India Pauses Mumbai T2 Flight Shift to Navi Mumbai, Sets Roadmap Deadlines

India's civil aviation ministry has asked Adani Airport Holdings to hold off on moving some international flights from Mumbai's Terminal 2 to Navi Mumbai. Airlines and the airport operator must now submit a firm transition roadmap, with meetings set for October 13 and October 20.

The instruction came after a roughly 90-minute meeting in New Delhi on Tuesday, convened on the same day carriers faced a 4 pm deadline to tell Mumbai International Airport (MIAL) which flights they were prepared to give up.

The ministry's move does not amount to a reversal of the relocation. Adani Airport Holdings, which owns both Mumbai Airport and Navi Mumbai Airport, and the airlines involved have been directed to deliver a firm roadmap for shifting operations, with a follow-up meeting scheduled for October 13 and another expected by October 20 to finalize the plan.

Navi Mumbai's pitch rests on capacity and infrastructure. The airport says it has the space, a transit hotel and a road network serving the site.

What it still needs is international passengers — the demand base that would make flights relocated from Mumbai's Terminal 2 viable.

No date has been given for the first international services to move, and the transition timeline remains subject to the roadmap the ministry has requested.
